In 1298 and one year after the First World War, the Iranian government, while not tolerating the hardships of the World War II, tolerated the effects of armed conflict and famine and disease on the excellence of medical science and research on various types of communicable diseases He thought of redefining his scientific relations with France and handed over this goal to his political delegation, who had come to Paris to attend the peace conference. On November 1, 1298, the Iranian delegation visited the Pasteur Institute in Paris, the famous scientist, then head of the Pasteur Institute of Paris, and at the same time met the foundation of the establishment of the Pasteur Institute in Iran. Three months after the meeting on December 30, 1299, the late Professor Rene Lawrqueque, who was the agent of the Pasteur Institute in Paris, signed an agreement that would serve as a model for Iran's and France's technical cooperation in the future, and signed an agreement with the Iranian foreign minister.
